In Moscow, defendant and lawyers start reading files on death of woman in elevator in Alye Parusa housing estate

The Moscow Directorate of the Investigative Committee has finished criminal proceedings against Aleksey Belousov, an elevator electrician of OOO Liftgarant. He is charged with providing unsafe services that have entailed death of a person under part 2, item “c” of Article 238 of the RF Penal Code.

According to investigators, an elevator collapsed on 14 January 2016 in Alye Parusa housing estate and killed a 36-year-old woman due to Belousov’s poor technical maintenance of the elevators.

Six forensic and a medical inquiry were run during the probe and their conclusions allowed finding cause-and-effect relation between the actions of the accused and the accident.

The investigators carefully studied the construction documents of the elevator, its operating instruction issued by the plant and procedure manual of the elevator electrician which sets norms for the maintenance, repair and safe operation of the said elevator, which the man had failed to observe.

However, the investigators are planning to prosecute not only the worker whose actions had direct effect on the tragedy, but the management of the company as well. The case against them has been severed to form a separate lawsuit.

At present, the accused and his lawyers have started reading the criminal files in accordance with Article 217 of the RF Criminal Procedure Code, which will be forwarded for the indictment to be signed as soon as they have been finished.
