In Amur Region, head of company charged with overdue wages to builders of Vostochny space launching site to stand trial

The Amur Region Office of the Investigative Committee has finished criminal proceedings against head of Economic programs, a limited liability company, Vitaly Ginzburg charged with full non-payment of wages for more than two months out of mercenary or any other personal interest which entailed grievous consequences under part 3 of Article 145.1 of the RF Penal Code.

According to investigators, while being the head of the said company located in the city of Moscow and which was contracted to build facilities of Vostochny space launching site in Amur Region, Ginzburg failed to pay more than 16.5 million rubles of wages for January and February 2016 to some 200 workers. However, the investigators have reasons to believe that the company had all necessary means to pay wages on time, but the money was spent to other ends.

It was particularly hard to investigate the case as the company is registered in Moscow with all the financial and economic documents kept there, but the injured parties are not residents of Amur Region and arrived to work from different regions of Russia. After the case was opened, all the workers left for other regions to work for other companies. To conduct questionings and other necessary investigative operations involving affected workers, the investigators established close cooperation with their colleagues from respective regional investigative authorities.

The investigators have asked courts to arrest Ginzburg’s expensive Maserati car in order to guarantee the sentence and the court has granted this request. In addition, as the result of measures undertaken by the investigators, the debt was fully paid to the workers. The investigators released the accused on recognizance.

The investigators have enough evidence so the criminal case with the signed indictment has been referred to court.
