Ex-head of Rosreestr's Transbaikalian Territory office found guilty of bribery

A court has recognized the evidence gathered by the Transbaikalian Territory Office of the Investigative Committee as sufficient to convict former head of the Transbaikalian Territory Division of Rosreestr (the Federal Service for State Registration, Cadaster and Cartography) Nikolai Zateyev and his acquaintance 31-year-old Ivan Vasin. Zateyev was found guilty of 7 counts of bribery, including taking a bribe on a very large scale under Parts 1 and 5 of Article 290, whereas Vasin was found guilty of mediation in bribery under Part 1 of Article 290 and a promise and offer of mediation in bribery under Part 5 of Article 291.1 of the RF Penal Code.   

The court and investigation have revealed that from September to December 2015, while serving as acting head of the Transbaikalian Territory Division of Rosreestr, Zateyev used his authority to take bribes and invited his acquaintance Vasin to act as a mediator. On behalf of Zateyev, Vasin offered some interested parties to speed up registration of real estate transactions in exchange for money.

The total sum of money gained from bribes given by regional division of a commercial bank for speeding up the state registration of mortgages and a building brick enterprise for registration of additional agreements to government and municipal contracts for participation in share building and purchase of apartments is 400,000 rubles.

 In addition, Zateyev in person and via Vasin demanded 740,000 rubles in bribes from 5 businessmen for speeding up registration of documents. However, Zateyev was unable to follow through as potential bribe-givers refused to make a deal with the accused.

The investigation was opened based on the criminal intelligence provided by agents of the Federal Security Service’s regional office.

The court has sentenced Zateyev to 8.5 years in a maximum security correctional facility and a fine of 7 million rubles, whereas Vasin was fined 500,000 rubles.
