The Transbaikal Regional Directorate of the Investigative Committee of the Russian Federation is continuing the investigation of the criminal case on the grounds of the crime under Paragraphs A, C of Part 2 of Article 105 of the Criminal Code of Russia (murder of two or more people, including minors).
On December 25, 2018, in the village of Cheremkhovo, Ulyotovsky District, the bodies of a 27-year-old woman and two of her children, a one-year-old boy and a five-year-old girl, were found with signs of violent death. Investigators conducted a complex of investigative activities to establish all the elements of the crime, as well as the causes and conditions that contributed to its commission. Currently, the killing of her children by this woman, followed by suicide, is considered as one of the versions of the tragedy.
During the investigation into the circumstances of the tragedy, investigators concluded that the cause of a particularly serious crime against children was, among other things, an unfair attitude to their duties by officials of the crime prevention system from the juvenile police department and the juvenile affairs commission in the Ulyotovsky district. A criminal inquiry on the grounds of a crime under Part 3 of Article 293 of the Criminal Code of Russia (negligence leading to death of two or more people) has been opened by The Transbaikal Regional Directorate of the Investigative Committee of the Russian Federation in connection with this incident.
Investigators found out that the family where the tragedy occurred was on the watch list, but its home situation was not properly controlled. In November 2018, young children were removed from the family due to alcohol abuse by their parents, but a few days later the children were returned back.
After initiation of the criminal inquiry investigators carried out searches in the specified supervisory authorities of the area, seizing documents, journals and other items relevant to the investigation.
Currently, investigative actions aimed at establishing all the circumstances of the crime committed, as well as specific officials responsible for controlling the family, are being carried out.
