Today, upon request by investigators of the Main Investigations Directorate of Investigative Committee of Russia, the court has ruled to place in custody Saint Petersburg citizen Sergey Grigoriev detained under the criminal investigation into the attack on the Investigative Committee officer, which entailed the death of the officer. Sergey Grigoriev is charged with committing an offense under Article 317 of the Criminal Code of Russia (encroachment on the life of a law enforcement officer), which provides for a punishment of up to a life sentence.
Is was established that, on October 1, 2019, Grigoriev attacked Colonel of Justice Vladislav Kapustin, stabbing him in the back with a knife. At the moment of the incident, Vladislav Kapustin was at the Investigative Committee Building in 2 Tekhnichesky Street, where he was discharging his duty of arranging a personal reception of citizens.
Despite an urgent hospitalization and prompt medical intervention, the life of the officer could not have been saved. Vladislav Kapustin passed away without regaining consciousness.
The investigation continues interrogating witnesses; all the required forensic examinations, including those regarding the seized crime instrument, have been arranged.
Alexander Bastrykin instructed to hold an official assessment into the death of the Investigative Committee officer in the line of duty. The Chairman of the Investigative Committee instructed to analyze the standard operating procedures of the units engaged in personal interaction with citizens in terms of reception and to strengthen the security of officers of the relevant units.
