The Moscow Regional Investigations Directorate of the Investigative Committee of Russia finished the investigation into former First Deputy Director of Rosgeo Ruslan Gorring. He is accused of especially large-scale swindling committed by a group of persons under preliminary conspiracy (Part 4 of Article 159 of the Criminal Code of Russia).
According to the investigation, being a proxy of Chairman of the Leninsky District Deputy Council Alexander Gazeikin, Ruslan Ganizhev (Gorring) received over 19 million rubles from an entrepreneur for his unimpeded commercial activities in Leninsky District of Moscow Region. The indicated sum of money was transferred in parts to the accounts of shell companies from June 2009 to September 2010. After the entrepreneur finished transferring the money for the patronage over his commercial activities, Ruslan Ganizhev (Gorring) demanded over 5 million rubles during personal meetings, acting, among all, on behalf of Gazeikin.
As a result, on February 15, 2011, Ruslan Ganizhev (Gorring) received the demanded sum of money from the entrepreneur to hand over to Gazeikin but was arrested. Ganizhev confessed during interrogation. The court subjected him to travel restrictions and good behavior obligations. However, he fled from the investigation and was put on the wanted list after the preventive measure had been decided upon. Gazeikin received a real prison sentence.
While being searched for, Ganizhev changed his second and last name and became Ruslan Gorring; his close relatives did the same. On March 7, 2019, Gorring was detained in the Moscow airport by officers of the Moscow Directorate of the Federal Security Service and Moscow Regional Directorate of the Russian Ministry of Internal Affairs and escorted to the Moscow Main Investigations Directorate of the Investigative Committee of Russia.
Investigators collected enough evidence of Gorring’s involvement in swindling; therefore, he testified and the criminal case with the approved indictment was referred to the court to be tried on the merits.
