The Main Investigations Directorate of the Investigative Committee of Russia finished the investigation into Head of Tilichetsky Rural Council of Nizhneingashsky District of Krasnoyarsk Territory Dmitry Koval. He is accused of neglect of duty involving non-discharge of duties for ensuring primary fire protection measures in Tilichet rural settlement, protection of citizens and territory of the settlement from natural and man-made disasters involving by negligence the death of a person (Part 2 of Article 293 of the Criminal Code of Russia).
According to the investigation, Koval failed to ensure the creation of a warden system and to protect the settlement area by creation and enlargement of fire breaks and cleaning of the forest from dry grass. As a result, in 2017, the ignition of wood wastes that started outside of the settlement freely spread to the Tilichet territory and transformed into fires. Following that, 15 residential houses and 8 utility and social buildings were destroyed, one person died, and especially large-scale material damage of over 13.5 million rubles was inflicted.
The investigation gathered enough evidence; therefore, the criminal case with the approved indictment was sent to the court to be tried on the merits.
