The Chairman of the Investigative Committee of Russia met with the Chairman of the State Committee of Forensic Examinations of the Republic of Belarus

Today within the framework of his working visit to the Republic of Belarus, the Chairman of the Investigative Committee of Russia Alexander Bastrykin held a working meeting with the Acting Chairman of the Investigative Committee Oleg Stanislavovich Shandarovich and the Chairman of the State Committee of forensic examinations Alexei Alexandrovich Volkov.

The Chairman of the Investigative Committee of Russia noted that in 2019 amendments were made to Russian legislation, which also allowed experts of the Investigative Committee of Russia to obtain the status of state forensic experts. The new state forensic expert institution, the Forensic Center of the IC of Russia, was created on the basis of the existing forensic units. The establishment of the agency's own expert service made it possible to optimize the cost of expert examinations and reduce the time needed to conduct investigations. This practice has proven to be effective.

It is worth mentioning that in October of this year, representatives of the Republican Unitary Enterprise "Belsudekspertoprovision" of the State Committee for Forensic Examinations of the Republic of Belarus visited the Investigative Committee of the Russian Federation in order to exchange scientific and practical experience. Belarusian colleagues at the meeting demonstrated technical means and devices produced by Belsudekspertobespechenie. These products are planned to be used for classes with employees of the Investigative Committee of the Russian Federation, who come for advanced training, as well as students of educational institutions of the Investigative Committee of the Russian Federation, who are studying forensic science.

Discussing the importance of intensifying the investigation into the genocide of civilians during the Great Patriotic War on the territory of the former republics of the Soviet Union, the meeting participants noted the importance of expert work, during which archival materials are examined among other things. In addition, the relevance of the exchange of expertise during the investigation of crimes in the field of information technology was indicated.

In this regard, agreements were reached to prepare and implement training programs that would allow Russian and Belarusian experts and forensic experts to learn and adopt from each other's positive experience.

O.S. Shandarovich shared the experience of interaction between investigators and experts, as well as outlined the most demanded research, appointed for the investigation of different categories of crimes.

Summing up the meeting, A.I. Bastrykin, A.A. Volkov and O.S. Shandarovich declared their readiness to continue the exchange of scientific experience, to introduce into practice the positive developments in the field of expert research of both Russia and Belarus in order to increase the effectiveness of cooperation in combating transnational crime.
