The Main Investigative Department of the Investigative Committee of Russia completed an investigation into the criminal case against Igor Kolpakov and Andrei Shmitko, engaged in entrepreneurial activities in the field of information technology, as well as the head of the department of State Budgetary Institution of Moscow "Information City" Oleg Filimonov.
Depending on the role and degree of participation of each of the above persons were charged with committing crimes under Part 4 of Article 159, Paragraph B of Part 4 of Article 174.1 of the Criminal Code (theft of property by deception and breach of trust committed by a group of persons by prior conspiracy, by using their official position on a particularly large scale, the commission of financial transactions and other transactions with money obtained by the person in order to legally own, use and disseminate it).
According to investigators, in 2018-2019 Kolpakov, Shmitko and Filimonov stole budgetary funds from the Moscow Department of Information Technology by providing artificial overstatement of the initial (maximum) contract price, conducting bidding in the absence of real competition, artificially overstating indicators in reporting documentation as part of the execution of the state contract to provide SMS messaging to users of socially important services. As a result of their illegal actions, the Department of Information Technology of Moscow suffered damage of over 397 million rubles.
The investigative authority has taken interim measures in the form of seizure of funds, real estate, vehicles, securities belonging to the accused.
The investigators collected enough evidence for the criminal case to be transferred to court.
