Head of the Investigative Committee of Russia opened an Academy and a Cadet Corps of the department in Luhansk

As part of a working trip to Lugansk, Alexander Ivanovich Bastrykin took part in the opening ceremony of the Lugansk Academy and the Lugansk Cadet Corps of the Investigative Committee of the Russian Federation, dedicated to International Children's Day. The event was also attended by First Deputy Chairman of the Investigative Committee of Russia Eduard Valeryevich Kaburneev, Acting Deputy Chairman of the Investigative Committee of Russia - Head of the Main Military Investigation Department Konstantin Evgenievich Korpusov, heads of divisions of the central apparatus of the department and investigative departments of the Investigative Committee of Russia for the Donetsk and Lugansk People's Republics, Zaporozhye and Kherson regions, rector of the Academy Khoryakov S.N. and director of the cadet corps V.I. Gishchenko, acting Head of the municipality of the Lugansk urban district Y.V. Pashchenko, honored guests, and employees and students of departmental educational organizations.

Young residents of new regions who decided to serve their country and its citizens joined the ranks of students and cadets of the educational institutions of the Investigative Committee of Russia. Some of them had to go through difficult trials: some of the students are the children of SMO participants who gave their lives in the fight for freedom and justice. However, irreparable losses not only did not break them, but instead strengthened their desire to defend their Motherland and compatriots.

Guided by the motto “We don’t abandon our own,” officers of the Investigative Committee of Russia do everything possible to support children who find themselves in difficult life situations and create the best conditions for their development. The educational institutions that have opened their doors to new students have the latest equipment and technology that meets modern requirements in the field of education. All teachers and mentors are experienced and competent professionals aimed at raising patriots of their country and training qualified specialists in the field of jurisprudence.

The Investigative Committee of Russia has created a unique system of continuous specialized education, where future investigators are being trained from school. During classes, cadets study legal subjects, the history of investigative agencies, and become familiar with the procedure for serving in the department. Future investigators have criminology lessons, and they are introduced to the work of local investigative departments and other law enforcement agencies. In cadet corps and classes, a lot of attention is paid to physical training: combat sambo training, shooting practice, and drill walking. After completing their training in cadet corps and classes, students can continue their education at higher educational institutions of the IC of Russia, including the Lugansk Academy.

Participants of the opening ceremony noted that the opening of new educational organizations of the Investigative Committee marked a significant step towards the integration of the region into the legal space of Russia and expanded prospects for young citizens of our country.

In a solemn setting, A.I. Bastrykin cut the red ribbon symbolizing the opening of the educational institutions and congratulated those present on International Children’s Day and the beginning of a new meaningful phase in the education and training of the younger generation. “Acquire the knowledge you will need in your future work. I wish you success in completing your studies so that you will worthily continue the traditions of the Investigative Committee of the Russian Federation,” he added. In turn, the parents of the students expressed gratitude to the head of the department for his attention to children and for creating the conditions for their development and personal growth. The Chairman of the Investigative Committee of Russia inspected the classrooms of the educational complex and instructed to complete all necessary preparatory activities for the upcoming academic year in a timely manner.

The Chairman of the Investigative Committee of Russia also held an operational meeting in Lugansk with the task force investigating crimes committed by Ukrainian formations against civilians and Russian military personnel.

The investigative bodies of the Russian Investigative Committee sent 296 criminal cases to court against 458 servicemen of the Armed Forces of Ukraine. Based on the results of these trials, 250 sentences were passed, and 32 defendants were sentenced to life imprisonment.

Taking into account the totality of the collected evidence, charges were brought up against the commander of the naval forces of the Ukrainian Armed Forces, Sergei Gaiduk, and the first deputy commander of the National Guard of Ukraine, Vladimir Kondratyuk. Under their leadership, during the periods when they held these positions, numerous shellings of populated areas in Donbass were carried out, as a result of which 166 people were wounded and killed, including 3 children, and more than 60 civilian infrastructure facilities were destroyed. Measures are being taken to search for them and arrest them.

The investigation into the facts of recruitment and participation of mercenaries in hostilities by Ukraine also continues. Two more criminal cases have been sent to trial and sentenced in absentia. It has been established that Latvian citizen Atvars Aninsh and US citizen St. John Michael-Arthur took part in the conflict as part of the Ukrainian Armed Forces (UAF) for monetary compensation. Both mercenaries openly shared their selfish motives and details of their criminal activities on social media.

A criminal case against Ukrainian journalist Dmitry Gordon has been sent to court. Using his social networks and the media, he repeatedly disseminated public calls for terrorist activities and justified such activities, disseminated deliberately false information about the use of the Armed Forces of the Russian Federation in order to protect the interests of the Russian Federation and its citizens. In addition, he committed actions aimed at inciting hatred and enmity and humiliating the dignity of a group of people based on nationality, and also publicly called for the outbreak of an aggressive war against the Russian Federation (part 2 of article 205.2, paragraph “d” of part 2 Article 207.3, paragraph “a” of part 2 Article 282, part 2 of Article 354 of the Criminal Code of the Russian Federation).

Experts of the Forensic Center of the Investigative Committee of Russia continue to work to establish the damage caused by the criminal actions of the Armed Forces of Ukraine. In 2024, 450 comprehensive assessment construction and technical examinations were completed, which examined 680 objects. Their restoration cost is estimated at 476 million rubles.

At the meeting, details on the work to establish the facts of genocide during the Great Patriotic War in new regions were announced. Thus, based on the results of studying archival documents and surveys of local residents, it was established that on the outskirts of the city of Genichesk, Kherson region, over a thousand people were shot dead in 1941-1942, of which more than 500 were women and old people, and more than 100 were children.

After hearing the reports, the Chairman of the Investigative Committee of Russia instructed to intensify efforts to investigate the participation of mercenaries in military actions on the side of Ukraine. He emphasized, "It is necessary to demonstrate that European countries are allowing foreign citizens from more than 70 countries to participate in the aggression against the Russian Federation along the line of contact in the Special Military Operation zone." The head of the department also instructed to intensify activities related to documenting the material damage caused by the Ukrainian Armed Forces. In addition, he stressed the importance of providing support to veterans, participants of the SMO, orphaned children and people with disabilities.
