Criminal case initiated against major general of medical service of Interior Ministry internal troops

Today the Moscow Military Investigations Directorate of the Russia’s Investigative Committee has initiated a criminal case against the Head of military-medical department of the Main Internal Troops Command of the Russian Interior Ministry Major General of medical service Yuri Sobanin. He is suspected of crime under part 3 of article 30 and part 6 of article 290 of the RF Criminal Code (attempted bribe-taking by an official and on especially large scale).

According to investigators, Sabanin for the assistance in preparing the documents of OOO NPO Polus for tenders and creation of guaranteed conditions for conclusion of government contracts in future, as early as in 2010 demanded from a representative of the said organization a bribe of 3.5% of the 100-million contract, that is 3.5 million rubles. The said company manufactured and sold medical equipment of military and civil purposes. The first part of the bribe – 1 million rubles – Sabanin received in January 2012, but on 20 June at about 5 p.m. while receiving the rest of the bribe – 2.5 million rubles – he was arrested in the therapeutics unit of the Main Clinical Hospital of MVD, located in Balashikha, by the field officers of Main Directorate for Economic Security of MVD and FSB of Russia. During arrest the suspect wanted to get rid of the case with 2.5 million rubles, locking himself up in a rest room and trying to throw it out of the window. During the primary investigation operations the suspect imitated a heart attack. However the emergency doctors did not confirm the diagnosis.

At present all necessary measures are taken to collect and consolidate the evidence of the corruption crime.
