In Murmansk Region criminal proceedings over negligence launched against officials of regional Ministry of Construction and Territorial Development and Capital Construction Management

The Murmansk Region investigating bodies of the Russia’s Investigative Committee have launched criminal proceedings against officials of Ministry of Construction and Territorial Development for the Murmansk Region and state facility Directorate of Capital Construction for the Murmansk Region over signs of a crime under part 1 of article 293 of the RF Criminal Code (negligence).

According to investigators, in May 2011, by order of the Governor of the Murmansk Region as part of a priority national project “Health” and implementation of activities of long-term targeted program “Children of Kola Arctic” for 2011-2014 there was assigned a land plot for constructing the Regional Children’s Multisectoral Hospital in Murmansk.

Based on the results of open bidding officials of the regional Ministry of Construction and Territorial Development and state facility Directorate of Capital Construction for the Murmansk Region, not having received technical requirements for connecting the facility (the hospital) to power networks, concluded a government contract on projecting the said facility with ZAO RosStroyProyekt (CJSC) for 49 million 620 thousand rubles with a due date for design and survey works and receipt of positive conclusion of government expert examination of construction documents until 25 December 2011.

Under the contract Ministry of Construction and Territorial Development transferred to the account of ZAO RosStroyProyekt more than 43 million rubles from the regional budget. However, lack of technical requirements for connecting to power networks did not allowed ZAO RosStroyProyekt to fulfill the planned works and according the construction of the hospital has not been started yet.

A number of necessary investigating operations are underway to establish the circumstances of the incident. Investigation is to be continued.
