Investigative agencies of the Investigative Committee of the Russian Federation for the Volgograd region completed a criminal investigation against the Director of the municipal institution "Parki Goroda" Roman Tkachyov. He is accused of committing two episodes of the offense under Part 1 of Article 285 of the RF Criminal Code (abuse of power), and two episodes of the offense under Article 160 of the RF Criminal Code (misappropriation).
According to investigators, in April 2012, Tkachyov twice persuaded his sister, registered as an individual entrepreneur, to apply for the right to sign municipal contracts with the Committee for the maintenance of the work of the Volzhsky city administration for carrying out maintenance of the memorial to the city first builders and cutting branches of the trees. The price of the first contract was about 270 thousand rubles, the second - 390 thousand rubles. Upon consideration of bids, the woman was declared the winner in both cases. In fact, these works were carried out by employees of the municipal institution and were paid from its payroll. The accused disposed the funds in excess of 650 thousand rubles transferred from the budget to the account of the businesswoman at his discretion.
In addition, in May 2012, the defendant entered into a contract for the repair of a public toilet located in the park "Gidrostroitel". It is noteworthy that the contractor was a commercial organization owned by Tkachyov. Over 1 million 800 thousand rubles were transferred to the company account from the budget as a prepayment. According to the contract, repairs should have beeen completed by December 31, 2012. 5 days before the expiry of this period, the defendant signed the certificate of completion of works for the transferred amount of money, despite the fact that only a fifth of the building was really renovated. A month later, he entered a fictitious contract with one of the affiliated building companies to perform cutting of 250 trees growing in the same park in Volzhsky. Later, Tkachyov made and signed work completion certificates, based on which 395 thousand rubles were allocated from the budget of the urban district - the Volzhsky city. The money was transferred to the accounts of firms controlled by the criminal and then he cashed it.
Criminal activities of the official were stopped as a result of the well-coordinated work of investigators of the Regional Office of the Investigative Committee, FSB Directorate officers and employees of the Economic Security and anti-Corruption Division of the City Police Department.
Investigators collected sufficient evidence. In connection with this, a criminal case with the confirmed indictment has been sent to the court for consideration on the merits.
