In Moscow officials of Federal Water Resources Agency of Russian Ministry of Nature suspected of fraud

Investigating bodies of the Moscow Main Investigations Directorate of the Russia’s Investigative Committee have launched criminal proceedings against deputy head of Moscow-Oka water pool office – head of Moscow Region water resources department of Federal Water Resources Agency of Russian Ministry of natural Resources Ivan Stets and his deputy Valery Antonov. They are charged with a crime under part 3 of article 30, part 4 of article 159 of the RF Criminal Code (attempted swindling).

According to investigators, in the period between 29 March and 26 April 2013, in Moscow, Antonov, acting together with his superior Stets during numerous personal meetings and phone negotiations, referring to their official positions, guaranteed to a private individual a victory in a tender for a fee of 400 thousand US dollars. Consequently, there would have been an agreement on water consumption from two water bodies of Istrinsky reservoir. On 26 April 2013, Antonov received 12 million rubles and the same day gave them to Stets. However, the suspects failed to finish their criminal plan and were held by officers of Main Office of Economic Security and Anti-Corruption Activity of the Russian Ministry of Interior.

At present the suspects are under house arrest. The suspects confessed to the crime. Investigation is ongoing.
