Whereabouts of fourth inmate of boarding school found in Amur Region on orders of Investigative Committee

Amur Region investigating bodies of the Russia’s Investigative Committee continue investigating a criminal case against two inmates of boarding school No 5 in the village of Pionersky, Mazanobsky district. They are suspected of a crime under article 117 of the RF Criminal Code (tortures).

According to investigators, in the period between January and May 2013, two female residents of a boarding school for orphans and children, left without parental care born in 1995 and 1996 systematically inflicted bodily harm to the residents aged 7-10. One more girl involved in physical violence did not reached the age of criminal responsibility. In addition, investigators are ascertaining whether the fourth girl was involved in the crime filming the tortures and posting videos in one of social networks.

Medical forensic expert examinations have found that the tortured children have injuries to their legs.

On the orders of the Investigative Committee the whereabouts of the fourth girl has been found and she is being delivered to be involved in investigating operations. After she has been delivered, investigators will decide her status in the investigation and placing at the temporary center for underage, where two of the suspects have already been placed.

The director and three teachers of the boarding school were dismissed.

Definitely this outrageous fact won’t go without corresponding measures of response from investigating bodies of the Investigative Committee. Investigation will find the causes and circumstances facilitating the crime. Strict legal assessment will be given to actions of officials of ministry of Education in Amur Region, juvenile affairs commission and police bodies responsible for safe keeping of children and observance of their rights.

This is not the first time when children rights are abused in social institutions. To prevent it the Amur Region investigating bodies of the Russia’s Investigative Committee have organized a check by competent bodies in all orphanages and boarding schools in the region. Adequate procedural decisions will be taken in case the facts of violence are found.
