Ex deputy chief of Ochakovo-Matveyevsky district office of Interior Ministry suspected of bribery

The Russia’s Investigative Committee carries on discovering corrupt links in organizing trade in markets. Moscow Main Investigations Directorate of the Russia’s Investigative Committee has launched a criminal case against former chief of police (public order protection) of Ochakovo-Matveyevsky district office of Interior Ministry in Moscow Stanislav Solovyov. He is suspected of a crime under paragraph “c” of part 5 of article 290 of the RF Criminal Code (taking a bribe).

According to investigators, in 2012, Solovyov, knowing that one of the businessmen was running his business in Ochakovo-Matveyevsky district of Moscow illegally, talked him into giving him bribes regularly promising to not to take any steps. As a bribe the business owner repaired Solovyov’s office, paid in different repairing shops for the repair of cars owned by Solovyov’s acquaintances and gave him money. The total sum of services of material nature and the money received by Solovyov as bribes was at least 180 thousand rubles.

It should be noted that this crime was revealed during investigation of criminal cases in negligence (part 2 of article 239 of the RF Criminal Code) against acting chief of Ochakovo-Matveyevsky district office of Interior Ministry in Moscow Alexey Pravkin and his subordinate officers of Patrol and Post Service Vladimir Cherezov and Yuri Lunkov. The criminal cases in negligence have been filed in a single law suit.

I remind that on 27 July 2013, after getting a report of a crime committed at the territory in his jurisdiction, which is at Matveyevsky market place, Pravkin did nothing to organize the work of his subordinates to prevent an especially serious crime and its consequences. In their turn inspector Cherezov and police driver Lunkov, who were at the place where the suspect was being detained, did nothing to stop Magomed and Khalimat Rasulov, which let Magomed Rasulov to cause a serious brain injury to an operative agent and flee the crime scene.

During the inquiry there have been conducted over 10 searches in administration of the Matveyevsky market and offices of companies in its premises. Searches and seizures have been carried out in flats of the staff and offices and flats of personnel of Ochakovo-Matveyevsky district office of Interior Ministry in Moscow and other organizations. A lot of witnesses have been interviewed.

Stanislav Solovyov, Vladimir Cherezov and Yuri Lunkov were detained. Investigating operations are conducted on them and their restraint is under discussion.

At the same time the Russia’s Investigative Committee is going to continue discovering other acts of corruption and investigators are checking legality of decisions refusing to start criminal cases made over facts of wrongdoings or inaction of law enforcement agents and personnel of controlling bodies and officials of local authorities. Procedural decision will be made over all revealed facts.
