Wanted mayor of Karachayevsk detained in Karachay-Cherkessia

The investigating bodies of the Russia’s Investigative Committee in the Republic of Karachay-Cherkessia continue investigating a criminal case against mayor of Karachayevsk Soltan Semyonov, 39 (paragraph “b” of part 2 of article 285.1 of the RF Criminal Code – misapplication of funds on an especially large scale).

According to investigators, in 2012 19.5 million rubles was transferred to Krachayevsk city district administration in accordance with the resolution of the republican government. In November 2012 Duma of Karachayevsk city district based on a written application of mayor Semyonov and head of financial office of Karachayevsk city district Dzhashakuyev made a decision “On borrowing funds from the road fund” and on spending them on other socially important items of budget expenditures.

During the preliminary investigation Semyonov without any reasons started escaping investigators, from time to time he informed that he was going to come in investigating bodies, he and his lawyers even gave specific dates, but he did not show up during within several months and was put on the federal list of wanted.

Today Semyonov came to the investigators for interrogation, however, he refused to testify referring to article 51.1 of the RF Constitution. He did not produce any documents confirming that he had been ill nor had any reasonable excuse not to come to investigators. Given these circumstances, investigators made a decision to detain Semyonov. Within the next few hours the charges will be pressed on the mayor.

Investigators have also prepared requests to a court to place Semyonov into custody and dismiss him as mayor. At present he is in detention center in Cherkessk.
