Verdict passed in Vologda Region to former first deputy governor

Court has found evidence gathered by Vologda Region investigating bodies of the Russia’s Investigative Committee sufficient to convict Valentin Gorobtsov and Viktor Kudryashov. Depending on the role of each one, they were found guilty of a crime under parts 1 and 2 of article 285 of the RF Criminal Code (abuse of official powers).

Investigators and the court found that Valentin Gorobtsov, being the first deputy governor of Vologda Region and head of municipality development department, acting under a preliminary conspiracy with head of office for constructing, energy and housing and communal services in municipalities, the deputy head of the abovementioned department Viktor Kudryashov, in the period between April and October 2009 deliberately abused their powers in concluding state contracts on building flats for citizens in need to be moved from dangerous structures and in formal acceptance of the built houses. Moreover, 30 flats, purchased in the city of Veliky Ustyug in Vologda Region meant to move citizens from dangerous structures do not comply with requirements of state building norms and are not fit for living, and accordingly could not have been the object of state contracts. As a result of ungrounded use of the money by Gorobtsov and Kudryashov the Vologda Region budget lost a total over 35 million rubles.

In addition, in accordance with the current legislation citizens should get housing the area of which is at least equal to that of their previous housing, 12 citizens and their families got flats with less total area, which considerably violated their legal interests.

The court sentenced Valentin Gorobtsov to 3 years in prison suspended and Viktor Kudryashov to 2 years in prison suspended.
