Charges brought against department director of Chamber of Accounts in Moscow

Moscow Main Investigations Directorate of the Russia’s Investigative Committee has brought charges against director of Science, Education, Culture, Sport and Media Expense Department of the Chamber of Accounts Alexander Mikhailik. He is charged with a crime under part 6 of article 290 of the RF Penal Code (bribery on an especially large scale).

According to investigators, in June 2013, a 64-year-old unemployed resident of Moscow got information from the representative of a commercial organization that it was interested in organizing a bias inspection of the activity of Sport-Engineering for 12.5 million rubles. According to the representative Sport-Engineering refused to hire the organization to prepare for the Football World Championship 2018 held in the Russian Federation. The 64-year-old man decided to use the possibility and conspired with a number of people, who had wide range of connections including those among the senior officials of the Chamber of Accounts and Alexander Mikhailik was among them. During the talks, Mikhailik agreed to put Sport-Engineering in the list of the organizations subject to being inspected by the Chamber of Accounts in 2014 for 3 million rubles. On 29 September 2013, Mikhailik received the money and was held by the officers of Economic Security Department of the Russian Interior Ministry, who were conducting the search and investigating operation to reveal this act of corruption.

At present Mikhailik is in custody pending the trial. The pretrial restraining measure and charges against the 64-year-old man from Moscow, who acted as a mediator, are being considered.

The case is being investigated in close cooperation with representatives of Economic Security Department of the Russian Interior Ministry and senior officials of the Chamber of Accounts. Investigators are going to check other officials on having been involved in the crime.
