International research and development conference taking place in Russia’s Investigative Committee

An international research and development conference “Constitution of the Russian Federation as the guarantee of human and citizen rights and freedoms in investigating crimes” dedicated to 20th anniversary of the Constitution of the Russian Federation is taking place in the Russia’s Investigative Committee on 14 November 2013.

The Presidium of the plenary meeting is composed of: Vice-Chairman of the Russia’s Investigative Committee Alexander Fyodorov, Director of the Professional Development Institute of the Russia’s Investigative Committee Anatoly Bagmet, Assistant to Interior Minister Valery Kozhokar, Head of Investigations Department of Federal Drug Control Service Sergey Yakovlev.

Not only members of the Presidium have delivered their reports, but leading Russian and overseas scientists in the field of criminal and criminal procedure law and criminalistics. Among them is Professor of the department of penal disciplines of Kharkov National University of Interior of Ukraine, Doctor of Laws Valentina Korzh, who has reported on procedural provision of rights, freedoms and legal interests of an individual in criminal proceedings in Ukraine; Professor of the department of criminal law, criminal procedure and criminalistics in Moscow State Institute of International Relations of the Russian Foreign Ministry Alexander Volevodz; Professor of the criminalistics department in O.Y. Kutafin Moscow State Law University Alexander Volynsky and scientists from Tyumen, Chelyabinsk, Rostov regions, Saint-Petersburg and other regions.

The discussion of important issues has resulted in conclusions about the necessity of consistent work in preparing and making adequate amendments and additions to the laws, expert evaluation of the amendments and additions made to criminal and criminal procedure laws for their compliance with international conventions or rather the commitments taken by Russia, when it joined those international agreements and acknowledged them as part of its legal system. It has been pointed out that careful analysis and generalization of regulations of the Russian criminal procedure code currently in force regarding identifying contradictions and discrepancies in them would help to bring them in accordance with those of the RF Constitution.
