Criminal proceeding launched in Sakha Republic (Yakutia) against head of Administration of Lensky basin of inland waterways suspected of negligence

The investigating bodies of the East Siberian Transport Investigations Directorate of the Russia’s Investigative Committee have launched a criminal proceeding against the head of federal budget institution Administration of Lensky basin of inland waterways suspected of a crime under part 1 of article 293 of the RF Penal Code (negligence).

According to investigators, during the navigation period of 2013, improper discharge by the head of Administration of Lensky basin of inland waterways of his official duties by inaction having an opportunity an all necessary personnel and equipment to organize dredging the sandbar of the Indigirka River deranged the delivery of planned amount of fuel, foodstuffs and other supplies in the settlements of Indigirka group of districts in the Republic of Sakha (Yakutia). In all it was planned to deliver 53.9 thousand tonnes of supplies (coal, oil, gas condensate, oil products, foodstuffs, construction materials, agricultural products) along the Indigirka by the ships of OAO Lensky Joint River Steamship Company (OJSC) for Abyisky, Momsky and Allaikhovsky districts of the republic. Only 18.7 thousand toones (34.8% of the planned amount) of goods were actually delivered to the place.

According to preliminary data, the delivery was not made due to the fact that the guaranteed depth of sandbar in the Indigirka river did not meet the qualifying standards. Operation and development of inland waterways and provision of navigation along them are the main missions of Administration of Lensky basin of inland waterways. In 2013 the Administration was fully financed by a sum over 1.7 billion rubles. However, it did not fulfill the plan of dredging. Instead of planned 654 thousand cubic meters only 433.62 thousand cubic meters of ground was extracted. From 25 August to 20 September 2013 and from 28 September to 1 October 2013 the dredging was not carried out. The senior officials of the Administration name bad weather as the main reason why the planned operations were not completed.

At present investigating operations are underway to find all the circumstances of the crime. Investigation is ongoing.
