Investigative Committee initiates stripping of immunity and starting criminal proceedings against member of RF Federation Council

The Ural Federal District Investigations Directorate of the Russia’s Investigative Committee have carried out a pre-investigating check concerning member of the Federation Council of the Federal Assembly of the Russian Federation (representative of the Chelyabinsk Region legislative assembly) Konstantin Tsybko.

According to preliminary data, in the period between November 2011 and February 2012, Tsybko received from a local resident at least 18 million rubles for assisting in appointing the man head of Ozyorsk town district administration in the Chelyabinsk Region. In addition, in the period between February and May 2012, Tsybko received a bribe of at least 10 million rubles from a businessman for the general patronage of his business projects in the Chelyabinsk Region.

The check gave enough evidence that Tsybko’s actions contained signs of a crime under part 6 of article 290 of the RF Penal Code (bribery).

Under article 448 of the RF Criminal Procedure Code, the Russia’s Investigative Committee has filed a request with the Prosecutor General’s Office on requesting the Federation Council to deprive Tsybko the inviolability of a deputy and consent to start a criminal case against him.
