In Dagestan officials of Tabasaransk District administration found guilty of stealing 88 million of budgetary funds

A court has recognized the evidence gathered by the North Caucasus Federal District Main Investigations Directorate sufficient to convict district architect of Tabasaransk District administration in the Republic of Dagestan Guseyni Abdullayev, deputy head of the district administration Murad Usmanov, chief accountant of the administration Zeyfulla Gyulmagomedov, head of the administration Aydyn Khanakhmedov and CEO of OOO DiK Uzayri Dadayev, who is also a deputy of the district deputies council. Depending on the role of each one, they were found guilty of crimes under part 3 of article 285 of the RF Penal Code (abuse of office), part 2 of article 292 (forgery by an official) and part 4 of article 159 (fraud).

The court and investigators found that Khanakhmedov, being head of Tabasaransk District of the Republic of Dagestan together with Dadayev, CEO of OAO DiK, stole over 82 million rubles of Tabasaransk district budgetary funds by overstating the cost of executed work on construction of a high-pressure gas supply pipeline to three villages, construction of several motorways and a bridge over the Rubas river in Dagestan. This way, Khanakhmedov and Dadayev, knowing that the pipelines were built by OOO Substrat in 2006 and put into operation, made forged contractor’s agreements on their construction between OOO DiK and the district administration. Khanakhmedov using his official position offered district architect of Tabasaransk District administration Abdullayev and deputy head of the district administration Usmanov to sign forged acceptance and cost certificates made by Dadayev, to which they agreed not to argue with their superior. After that, accountant of the administration Gyulmagomedov transferred 8.5 million rubles for alleged construction of the pipelines to the settlement account of OAO DiK, which Dadayev and Khanakhmedov spent on their own needs. In addition, Khanakhmedov and Dadayev, used a similar scheme and without open tender stole over 80 million rubles of the budgetary funds, allocated for building several motorways between the villages of Tabasaransk District and a bridge over the Rubas river.

The court has sentenced Khanakhmedov and Dadayev to 7 years to be served in a maximum-security penal colony; Usmanov, Abdullayev, Gyulmagomedov – 3 years in a minimum-security penal colony. In addition, under a civil action the court recovered from them 82 million rubles to the state.
