In Crimea captain of boat charged with transport safety and operation breach entailing by negligence death of Russian Parliament member

The Main Investigations Directorate of the Russia’s Investigative Committee for the Republic of Crimea have charged 33-year-old Alexei Dudka with a crime under part 2 of article 263 of the RF Penal Code (violating of safety rules for traffic and operation of sea transport entailing death of a person by negligence).

According to investigators, in the afternoon on 1 August 2014, in the town of Alushta a launch running along the shore of the Black Sea injured a man, who later died of the trauma. The man was identified as Vladimir Kulakov, member of Federation Council of the Russian Federal Assembly from the Magadan Region.

At present the accused is custody. The documents regulating operations of the private passenger transportation enterprise are being studied. The sole proprietor is being checked under article 238 of the RF Penal Code (providing services not meeting safety standards). Forensic medical and physics technical expert examinations have been fixed, over 30 eye-witnesses have been questioned, the boat has been examined. The investigation is ongoing.
