In trans-Baikal Territory deputy mayor of Chita to stand trial for bribetaking and abuse of authority

The investigating bodies of the Russia’s Investigative Committee for the Trans-Baikal Territory have finished investigating a criminal case against deputy mayor of Chita Vyacheslav Shulyakovsky, head of finance and economic department of infrastructure development committee of Chita administration Tatyana Okhrimenko, and realtors – two men and a woman. Shulyakovsky is charged with abuse of authority entailing serious consequences (part 3 of article 285 of the RF Penal Code) and bribetakin on a very large scale (part 6 of article 290), Okhrimenko is charged with abuse of authority entailing serious consequences (part 3 of article 285), realtors – with bribery on a very large scale (part 5 of article 291), as well as solicitation and complicity in abusing authority (parts 4 and 5 of article 33 and part 3 of article 285).

According to investigators, in 2010-2012 Vyachslav Shulyakovsky was vice-chairman of committee for developing infrastructure of the administrative town district “City of Chita” and received from heads of OOO Domaks (LLC) and OOO Creditline (LLC) bribes for ensuring their winning the auctions on purchasing the flats for orphans by city administration. To restrict the access to the auctions for other companies they changed some letters in the words of the auction notices for Latin ones when posting them in the Internet thus making them impossible to be tracked through search engines. The auctions were won by the said companies, which then sold the flats at inflated prices.

This way, the mayor’s office bought about 60 flats worth over 75 million rubles with the real price of the flats no more than 60 million rubles. The budget lost over 15 million rubles. For each bought flat the realtors gave Shulyakobsky a bribe between 25 and 50 thousand rubles. The total sum of the bribes made up 2 million 825 thousand rubles.

The investigators have gathered enough evidence, therefore, the criminal case with the approved indictment has been sent to court to be tried on the merits.
