In Astrakhan chief doctor of regional oncological clinic to stand trial for abuse of authority entailing serious consequences

The investigating bodies of the Russia’s Investigative Committee for the Astrakhan Region have finished investigating a criminal case against former chief doctor of the regional oncological clinic charged with a crime under part 3 of article 285 of the RF Penal Code (abuse of authority entailing grave consequences).

It has been found that in the period between 2011 and 2012 Astrakhan Region Ministry of Healthcare under program for modernization of healthcare of the region approved a list of introduced medical standards in providing in-patient medical aid in state and municipal facilities.

The chief doctor of the clinic aware that money for provision of standard medical aid to patients could be paid only if all the conditions of the standard were met, decided to get the federal budgetary funds illegally. The accused used his position and demanded from the head of a clinic’s department to state in medical charts full list of medical aid provided under prescribed standards, including that that was not provided due to lack of equipment, and ordered financial employees of the clinic to file forged reports and accounts with the insurance companies in the Astrakhan Region in order to get budgetary funds from the Federal Fund of Compulsory Medical Insurance. As a result of illegal actions of the accused medical insurance organizations accepted over 4.5 thousand cases for which they transferred to the account of the clinic over 132 million rubles.

Investigators have gathered enough evidence, so the criminal case with the approved indictment has been sent to court to be tried on the merits.
