Wanted official of Primorsky district administration charged with involvement in stealing budgetary funds detained in Saint-Petersburg

The Northwestern Federal District Investigations Directorate of the Russia’s Investigative Committee continues investigating a criminal case opened over a crime under part 4 of article 159 of the RF Criminal Code of (swindling committed by an organized group on a very large scale) after over 174 million rubles had been stolen while OOO Temp was implementing work under a state contract on removing unauthorized dumps in Primorsky district in Saint-Petersburg.

On 14 October 2014, accused Viktor Bykhov who was wanted since 24 June 2013 has been detained today at Pulkovo airport in the city of Saint-Petersburg. According to investigators, Bykhov, serving as head of environment sector of district economy and ecology of administration of Primorsky district in 2011-2012, as member of an organized group prepared acceptance certificates, which served as the basis for stealing the money.

Earlier a court found Dmitry Shilov, Vasily Styopushkin, Viktor Bugry, Vladimir Razulenko, Vadim Moiseyev, Sergey Karsten, Tatyana Koltsova and a deputy of municipality Morskoy District Vadim Pichulin guilty of the said crime.

The investigation is ongoing.
