Alexander Bastrykin holds briefing in North Caucasus

Chairman of the Russia’s Investigative Committee Alexander Bastrykin has held a briefing at the North Caucasian Federal District Main Investigations Directorate attended by Vice-Chairman of the Russia’s Investigative Committee Boris Karnaukhov, heads of investigations directorates in the constituent entities of the North-Caucasian Federal District. The meeting heard the progress of investigation of a number of criminal cases. Namely, about an explosion that occurred on 5 October 2014 in the city of Grozny near the concert hall in Isayev prospekt that had had to host a concert dedicated to the City Day.

It was reported earlier that on 5 October 2014, the police officers that provided security of the event, noticed a suspicious young man by the frames of metal detector. Later it was revealed that it was a 19-year-old local resident, named Apti Mudarov. When the officers tried to search him, he set off a bomb killing 5 police officers and wounding 13 more.

Additionally, during well-organized investigative and search operations with close cooperation with the Office of the Russian Ministry of Interior and Office of the Federal Security Service for the Chechen Republic, it was found that one of the members plotting the crime named Aslan Aliskhanov, on 4 October 2014, was at his friends’ place in the village of Solyonaya Balka, Staropromyslovsky district of Grozny. There he asked his friends to call the police because he wanted to kill them, but the friends ignored his request. Then Aliskhanov set off an improvised explosive device damaging the house. During the examination of the incident, investigation found and defused two more bombs, which Aliskhanov had prepared in advance to try and kill law enforcement officials that would have arrived at the scene. However, the officials neutralized the said bombs. The North Caucasian Federal District Main Investigations Directorate launched a criminal case into crimes under part 1 of article 30, article 317 of the RF Penal Code (preparing for an attempt on the lives of law enforcement officials), articles 222 and 223 (illegal manufacturing and circulation of explosive devices) which was joined with the main case.

As the investigators had enough evidence against Aliskhanov, he was put on a wanted list. On 18 October 2014, Aliskhanov was killed during investigative and search operations carried out by law enforcement officials in Staropromyslovsky district of Grozny. Investigative operations necessary to find out all the circumstances of the crimes and identify individuals involved are underway. There is an ongoing investigation.

At the end of the meeting Mr. Bastrykin gave a number of explicit orders regarding the direction of investigations, identification and activating a search for the people involved in the crimes.
