In Buryatia criminal investigation launched in death of inmate of children’s home

On 2 January 2015, around 5 PM, a 6-year-old boy died in a children’s home in the town of Ulan-Ude, who had demonstrated signs of poisoning shortly before that. Buryatia investigating bodies of the Russia’s Investigative Committee have launched a criminal investigation in a crime under part 2 of article 109 of the RF Penal Code (reckless homicide due to improper discharge of professional duty).

According to investigators, on 31 December 2014, in the afternoon a teacher of the children’s facility saw that several inmates were holding a body scrub and bath salt, which they had sneaked from a bedside table in the room for adults. The woman took the things away and ignored the incident. However, it is possible that the children ate some of those things as they smelt and tasted good. Next day several inmates felt unwell – they developed a fever, started to vomit, but they were well again by night. At night of 2 January 2015, another boy from the group of boys, who had taken the bath things, got ill. During all next day the doctor of the children’s facility treated the ill boy, but by evening he got worse and died soon after. After the incident the five children with similar symptoms were sent from the facility to the infectious diseases hospital.

At present necessary investigative operations are underway. A forensic medical inquiry has been assigned to figure out the exact cause of child’s death. During the probe the investigators are going to give legal assessment to actions (omission) of the facility’s staff. In addition, requests will be filed to eliminate reasons and conditions that contributed to the crime to prevent such incidents in other children’s homes.
