In Tatarstan criminal investigation launched in abandoning a toddler in danger

On 3 January 2015, a boy aged 2 or 3 was found left unattended in a communal entrance hall of a block of flats in Devyatayev street in the city of Kazan. The boy was taken to hospital. Medical examination revealed no signs of wounds or injuries on the child. Tatarstan investigating bodies of the Russia’s Investigative Committee launched a criminal investigation in a crime under article 125 of the RF Penal Code (abandoning in danger).

An operations center has been set up composed of officials of Tatarstan Investigations Directorate, regional offices of the Russian Emergencies Ministry, Ministry of the Interior. The officials are considering several theories of what happened, including the one about a crime committed against the child’s parents. In addition, they are checking all possible reports of citizens on missing children, including those in other regions of Russia. Boy’s description and photo have been sent to offices of the Ministry of the Interior in a number of regions. Volunteers are involved in search operations. Investigative and search operations are underway to find out all the circumstances of the incident and detect the boy’s parents. DNA samples have been taken from the boy to help to find his relatives.

In addition, the investigators are going to figure out reasons and conditions that contributed to the crime and special directives will be issued to prevent similar incidents.

The investigation is controlled by the Central Office of the Russia’s Investigative Committee.
