Investigation opened against police officers whose criminal negligence made it possible for Belov to commit murder

On the instructions of Investigative Committee Chairman Alexander Bastrykin a check has been launched into actions of police officers who failed to react to calls from Oleg Belov’s wife that he had threatened her and their children. Investigators of the Investigative Committee Central Office were charged with checking that and today the Main Investigations Directorate made a decision to open an investigation in a crime under part 3 of article 293 of the RF Penal Code (negligence involving death of two or more people). The investigation was opened against Head of the district police station Alexander Volchak, his deputy Vyacheslav Nikitin, head of the division Viktor Miller and district police officers Dmitry Oblivin and Vladimir Filimonov.

According to investigators, in the period between October 2014 and July 2015, Belov’s wife complained many times to police station No 5 in Nizhny Novgorod that he beat his family, threatened to kill and dismember them, including the children.

Her complaints were not checked for months, while district police officers refused to open investigation with consent of their superiors.

Criminal omission of the police officers made it possible for Belov to commit a cruel crime.

At present the investigation against Belov is ongoing. The preliminary investigation will find out all the circumstances of the crime.
