Negligence revealed in actions of police during investigation in unsafe services provided to elderly people in Vladimir Region

The Vladimir Region investigating bodies of the Russia’s Investigative Committee during an investigation in unsafe services provided to elderly people launched another investigation connected with criminal negligence of police officers of station No 9 in the town of Pokrov of the office of the Russian Interior Ministry for Petushki District. The crime is qualified under part 3 of article 293 of the RF Penal Code (negligence entailing death of two or more people).

It was reported earlier, that in February 2015, a group of people gave an advertisement about services in taking care of and rendering medical aid to citizens and rented a two-floor house in the gardening society Skazka, Petushki District.

They did not have any documents permitting them to do any social care, but still they accepted residents of Moscow and Moscow Region, mostly elderly ones, and charged their relatives 20-22 thousand rubles a month.

As a result of non-qualified services provided to elderly people, who needed special qualified care and medical aid due to post-stroke condition or old age, on 31 July 2015, two women suffered from emaciation and at the same day they were taken to the intensive care in a local hospital.

A dead body of a 78-year-old woman was found in the house on 31 July.

When the investigators examined the scene they found that there were no safe conditions for patients, who did not have the care following the standards of medical aid, personal hygiene means or substantial meals.

When carefully analyzing the details it was revealed that from 22 March to 29 July 2015, 7 elderly people died in the so called social care house and each time it was reported to the police.

However, officers of the police station No 9 in the town of Pokrov acted with negligence and formality.

If they acted in due order, they were to take measures to stop the criminal activity of illegal businessmen in March 2015, in order to prevent grave consequences for elderly people in defenseless condition.

At present, a set of operations are underway to find out all the circumstances of the crime.

During the investigation opened against organizers of unsafe services (paragraphs “a” and “c” of part 2 of article 238 of the RF Penal Code), a court ruled to arrest a 24-year-old and a 28-year-old residents of Moscow Region. They were charged.

The investigation is ongoing.
