Bribery for illegal access to personal data of residents of Kostroma Region revealed during investigation against ex-police Alexey Nikonorov and co-chair of RPR-Parnas in SaintPetersburg Andrey Pivovarov

The Kostroma Region investigating bodies of the Russia’s Investigatie Committee continue investigation against former police officer of the Russian Ministry of the Interior for Kostroma District Alexey Nikonorov and co-chair of the regional office of RPR-PARNAS for Saint-Petersburg Andrey Pivovarov. Depending on the role of each one they are charged with crimes under part 1 of article 286 of the RF Penal Code (abuse of office), part 4 of article 33, part 1 of article 286 (solicitation of abuse of office) and part 3 of article 272 (illegal access to computer data).

A lot of investigative operations have been carried out, so the investigators have enough bases to open a new criminal investigation against Nikonorov and Pivovarov. Nikonorov is suspected of a crime under part 3 of article 290 of the RF Penal Code (bribery), and Pivovarov of a crime under part 3 of article 291 (giving a bribe).

Being perfectly aware about the level of support from the population of the region, in other words almost no support at all, the co-chair of the regional office of RPR-PARNAS decided to use a trick which is so violently criticized publicly by his party-fellows. To get access to the lists of electorate, Pivovarov decided to corrupt the police officer by offering him a bribe, to which Nikonorov agreed.

According to the investigators, between 19 and 27 July 2015, Nikonorov several times provided Pivovarov with personal data of the residents of the region via the integrated database of the Kostroma Region Office of the Russian Ministry of the Interior. For that he got at least 50 thousand rubles. Their wrongdoings were broken up by the internal security department of the regional office of the Interior Ministry.

At present, the criminal case has been joined with the one over illegal access to computer data and abuse of office. The investigation is ongoing.
