During investigations in sex crimes against minors in Pskov Region probes launched in criminal omission of police and checks underway in other people

The Pskov Region investigating bodies of the Russia’s Investigative Committee have opened two criminal cases against an operative officer of police station No 2 of Pskov Office of the Russian Ministry of the Interior suspected of abuse of office by hiding a felony (part 1, article 285 of the RF Penal Code) and into negligence of the officers of the said police station due to improper organization of preventive work with a minor and former criminal (part 1 of article 293).

It was reported earlier that investigators launched probles into sex crimes committed against a 13-year-old boy at night of 28 May and on 20 September 2015 in Entuziastov avenue in Pskov (part 5 of article 132 of the RF Penal Code and part 1 of article 30, part 5 of article 132) and against a 14-year-old girl at night of 27 September 2015 in Rokossovsky street in Pskov (paragraph 3 of part 3 of article 132 of the RF Penal Code).

The investigations directorate analyzed the information once more and made a number of procedural decisions including the one to initiate a criminal investigation into abuse of power by officers of the crime detection department.

According to investigators, on 28 May 2015, the child who had become a victim of a pedophile and from his relative filed a sex abuse report with a police officer. The police officer, however, did not want to check it and ignored the report, this way hiding the crime from being registered. As a result, the man guilty of the crime was not arrested, which made it possible for him to commit another sex crime against a minor.

In addition, there is an probe launched in negligence of officers of police station No 2 of Pskov Office of the Russian Ministry of the Interior, as it was found that, despite the fact that the 13-year-old victim had unfavorable living conditions, had been registered in juvenile department and had been regularly visited at home, the documents necessary for administrative control had not been filed with court and no measures had been taken to make the situation better.

No measures were taken to put the man who had defiled the boy on a sex criminals list though after having been released from prison, he repeatedly had got in the sight of the police. No preventive measures were taken and no documents needed for administrative control were filed with court. Omission of the police officers led to two sex crimes having been committed against the teenager.

All the said investigations are under control of the senior officials of the Russia’s Investigative Committee.

The investigators have also started checks into tortures of a 14-year-old girl and spreading the information about her private life by both individuals and the media, who leaked the information about the name of the victim and the nature of physical and moral sufferings she sustained.

The decision to prosecute more people will be made following the checks.
