Two members of organized group charged with series of crimes including plotting terrorist attack in 2014 Khanty-Mansi Autonomous Area jailed

A court has recognized the evidence gathered by the fourth department of the Central Office of the Investigative Committee based in the city of Yekaterinburg sufficient to convict Rizvan Agashirinov and Abdula Magomedaliyev. Depending on the role of each one, they were charged with crimes under part 3 of article 223 of the RF Penal Code (illegal manufacture of firearms), parts 2 and 3 of article 222 (illegal circulation of firearms), part 3 of article 30, paragraph “a” of part 2 of article 205 (attempted terrorist attack), article 317 (attempt on the life of a law-enforcement official), part 2 of article 139 (trespass), paragraphs “d”, “e” and “g’ of part 2 of article 127 (illegal deprivation of freedom).

The court and investigation have revealed that, between October 2013 and April 2014, Rizvan Agashirinov, Abdula Magomedov, Abdula Magomedaliyev, Valekh Amiraliyev, Shamil Kadashov, Ilya Plotnikov and others as an organized group in Turkey and Khanty-Mansi Autonomous Area-Yugra prepared a terrorist attack against members of a mosque in the town of Pyt-Yakh, Khanty-Mansi Autonomous Area-Yugra. In addition, on 25 April 2014, the said individuals attempted a terrorist attack using an improvised explosive device stuffed with shrapnel.

It has also been revealed that between February and May 2014, Magomedaliyev acting as a member of the group bought in Dagestan, brought and kept in Nizhnevartovsk, Khanty-Mansi Autonomous Area-Yugra 5 guns and ammunition to them.

In May 2014, Magomedaliyev shot at least 4 times at police officers while they were checking his documents in the town of Nizhnevartovsk and then trying to escape he broke into a house and using a gun took a family of four, including a small child, hostage.

Valekh Amiraliyev, Shamil Kadashov, ilya Plotnikov and Abdula Magomedov are wanted across the world.

The members of the organized group, who stick to the ideas of radical Islamism, were identified during joint work of investigators of the Investigative Committee, bodies of the Federal Security Service, Tyumen Region Office of the Federal Security Service and Anti-Extremism Center of the Khanty-Mansi Autonomous Area-Yugra office of the Russian Ministry of the Interior.

During the investigation it was revealed that the order to commit a terrorist attack had come from a radical Islamist hiding from investigators in Turkey. In addition, the organizer of the crime and other accused hiding from investigators are taking part in the activity of the terrorist organization Islamic State prohibited in the Russian Federation.

The court has sentenced Rizvan Agashirinov to 16 years in a maximum-security penal colony and 1 year 6 months of restraint of liberty and Abdula Magomedaliyev to 20 years in a maximum-security penal colony and 2 years of restraint of liberty.

At present investigative authorities and operative services are taking measures to find and detain the rest of the members of the organized group.
