In Amur Region, investigation finished against one of contractors for Vostochny space launching site charged with nonpayment of salaries

The Amur Region authorities of the Investigative Committee have finished an investigation against CEO of OOO DSS Roman Suvorov. He is charged with a crime under Part 2 of Article 145.1 of the RF Penal Code (nonpayment during more than two months of salaries).

According to the investigation, the accused failed to pay over 3.7 million rubles-worth of wages to 90 workers of OOO DSS for January 2015. Roman Suvorov was detained on 24 April 2015 in Saint Petersburg and transported to Amur Region for the investigation. During the preliminary investigation he was taken into custody, but in September 2015 put under house arrest and was released on recognizance on 13 October.

The investigation was accompanied by side public reaction caused by the interest to the large-scale construction of the Vostochny space launching site. The investigation was complicated because the investigators had to confiscate all financial and accounting documents during searches in DSS head office located in Saint Petersburg. The victims are also not residents of Amur Region, but arrived for work from Omsk, Astrakhan, Kemerovo Regions, Krasnoyarsk and Transbaikalian Territories and other regions of Russia. After the proceeding had been initiated, all the victims went to their native regions. To question the victims and carry out other investigative activities the investigators had to closely cooperate with their colleagues at regional directorates of the Investigative Committee.

Forensic economic and construction examinations have been run. There are 28 files in the case with 152 pages of the indictment (plus appendix).

The accused did not plead guilty.

The indictment has been approved and the case will soon be sent to court.
