Investigation completed against former head of federal construction pricing center

The Central Office of the Investigative Committee has finished the investigation against former head of the Federal Construction Pricing Center Yevgeny Yermolayev. He is charged with a crime under Part 3 of Article 285 of the RF Penal Code (abuse of authority).

According to investigators, Yermolayev failed to arrange that his agency worked out individual estimate norms in the form of individual index of construction budget for Vostochny space launching site. Instead, he created conditions so that contractors of the Vostochny construction – Road and Airfield Construction Directorate under Spetsstroi (Federal Special Construction Agency) and Special Construction Directorate Dalspetsstroi under Spesstroi – concluded contracts with companies OOO Central Research Institution of Pricing Methods and OOO Gosnormativ that were affiliated to him, for developing the said indexes at unfairly overstate price. Yermolayev’s actions caused state-funded institutions damage of over 400,000,000 rubles. During the probe, the investigator has taken measures to ensure that the damage was reimbursed: arrested Yermolayev’s house and four land properties worth over 80 million rubles. All the properties are located in Moscow Region.

At present, Yermolayev and his lawyer have started reading the files of the case.
