Deputy of Yekaterinburg City Duma Oleg Kinyov and his accomplices jailed

A court has recognized the evidence collected by the fourth department of the Directorate of the Investigative Committee based in the city of Yekaterinburg sufficient to convict deputy of the Yekaterinburg City Duma Oleg Kinyov, Andrei Gusev and Aleksei Khudonogov. Depending on the role of each one, they were charged with crimes under Part 4 of Article 159 of the RF Penal Code (fraud), Part 2, item “h” of Article 105 (contract murder), Part 3 of Article 33, Part 2, items “h” and “j” of Article 105 (organization of a contract murder committed to conceal another crime), Parts 4 and 5 of Article 33, Part 2, item “h” of Article 105 (complicity in a contract murder).

The court and investigators have revealed that in November 2013, an 80-year-old woman from Yekaterinburg applied to Yekaterinburg City Duma to help her to be placed in a nursing home. Kinyov took up the issue and gained the woman’s trust and in spring 2014 he fraudulently got hold of her three-room apartment. He registered the apartment in the name of his assistant Sergei Chuvakov.

In April 2014, the woman learned about the fraud and filed a report with the police. She also applied several times to the city mayor – Chairman of the City Duma complaining about Kinyov. Having learned about that, Kinyov hired Gusev and Khudonogov to kill the elderly woman for 100 thousand rubles.  Khudonogov killed the woman in May 2014. The next day Gusev and Khudonogov dismembered the body, took it out and hid on a dump located in a swamp in the woods.

The court has sentenced Kinyov to 16 years in a maximum-security penal colony and another 1.5 years of restraint of liberty after the release, Gusev to 10 years in a maximum-security penal colony and another year of restraint of liberty after the release, and Khudonogov to 15 years in a maximum-security penal colony and another 1.5 years of restraint of liverty after the release. In addition, the court exacted from all the accomplices 600,000 rubles of damages to the victim’s relatives.

The case against Chuvakov is being considered by a court.
