Investigation finished against former head of Dalspetsstroy Yuri Khrizman and his accomplices

The Major Office of the Investigative Committee has finished an investigation against former head of the Far Eastern Federal District Special Construction Directorate under the Federal Special Construction Agency (Dalspetsstroy) Yuri Khrizman and chief accountant of the enterprise Vladimir Ashikhmin charged with a crime under Part 3 of Article 285 of the RF Penal Code (abuse of authority). At the same time Khrizman and his son Mikhail and former Chairman of the Khabarovsk Territory Legislative Duma Viktor Chudov are charged with a crime under Part 4 of Article 160 of the RF Penal Code (embezzlement).

According to the investigators, Yuri Khrizman and Vladimir Ashikhmin abused their authority by spending advanced payments for 11 governmental contracts for purposes not related to the construction of the Vostochny space launching site which caused the Russian Federation damage of 5.2 billion rubles.

In addition, Yuri Khrizman, his son Mikhail Khrizman and former Chairman of the Khabarovsk Territory Legislative Duma Viktor Chudov stole 105.9 million rubles owned by the enterprise by embezzling the money when they purchased construction materials and tires for the enterprise at overstated prices via commercial organizations they controlled.

The Deputy Prosecutor General of the Russian Federation has approved the indictment.
