In Sverdlovsk Region, during probe in improper care of elderly citizens and disabled in Retirement Home, branches of foundation checked

The Sverdlovsk Region Office of the Investigative Committee continues investigation in a crime under Part 1 of Article 238 of the RF Penal Code (rendering services that do not meet life and health safety standards) over improper services for caring of elderly citizens and people with disabilities in the private social institution the Retirement Home located in Avtonomnykh Respublik Street in the city of Yekaterinburg.

As of today there have been revealed three private social institutions managed by the director of the Retirement Home charity foundation. They are boarding houses in Yekaterinburg located in Avtonomnykh Respublik Street and Tranzitny Lane, as well as a single-family house in Kalinina Lane in the settlement Pozarikha, Kamensky District used for the purpose of a boarding house. The investigative team are questioning the elderly citizens and people with disabilities who are capable of giving evidence. They have questioned over 70 such people. In addition, they have interviewed the staff and the director of the Retirement Home charity foundation Aleksei Novozhilov, as well as representatives of the regional Ministry of Social Policy and officials of the Leninsky District Office of Social Policy.

The office of the foundation in Marshala Zhukova Street in Yekaterinburg has been searched to find out all the details of the crime. The investigators confiscated documents and objects: clients’ files, the articles of association, lease contracts, bank cards of the elderly citizens and people with disabilities. The search was needed to find if the clients received proper social, medical and other kind of help and how their bank cards and the money on their bank accounts were managed. At present the investigators are looking for the relatives of the people staying in the said private social facilities. Most of them did not stay in contact with their relatives.

It should be noted that the regional office of the Investigative Committee has sent information to the Sverdlovsk Region Ministry of Social Policy that it was necessary to help the people staying in the Retirement Home facilities.
