The Major Cases Office of the Investigative Committee has finished the investigation against former head of the abrogated Northwestern Federal District Directorate of the Ministry of the Interior Vitaly Bykov, his deputy Aleksandr Monastyrshin, head of the logistics center Ivan Lozyuk, head of financial and economic office Sbetlana Shatova and deputy head of the secrecy, staff and state service office Irina Burkhanova. Depending on the role of each one they are charged with crimes under Part 4 of Article 160, Part 2 of Article 292, Part 3 of Article 30, Part 4 of Article 159, Part 5 of Article 33, Part 4 of Article 160 of the RF Penal Code (misappropriation and embezzlement; forgery; fraud). The crimes were uncovered during joint investigative and search operations carried out by the Investigative Committee, Internal Security Directorate of the Ministry of the Interior and Saint Petersburg and Leningrad Region Directorate of the Federal Security Service.
According to investigators, in 2014, Bykov, Lozyuk, Shatova and Burkhanova issued three forged orders of the Northwestern Federal District Directorate of the Ministry of the Interior on paying bonuses to the staff between 340 and 700 thousand rubles. This way, they stole 19.1 million rubles of budget money. IN addition, the investigators believe that Bykov together with former subordinates Lozyuk and Monastyrshin tried to fraudulently get hold of 21 flats with a total of 101 million rubles which were owned by OOO LSR. To guarantee the execution of a civil action, other pecuniary penalties and possible confiscation of property the real estate and assets of the accused and 24 more people who received the bonuses illegally have been arrested.
The investigators have enough evidence so the criminal case with the approved indictment has been referred to court.
