Investigation against one of attackers on Novosiletskoye District police station in Stavropol Territory finished

The North Caucasian Federal District Directorate of the Investigative Committee continues investigating a criminal case over crimes under Article 317, Part 2 of Article 222, Part 2 of Article 222.1 and Part 2 of Article 223 of the RF Penal Code (an attempt on the life of a law-enforcement officer, illegal circulation of explosives and explosive devices, illegal circulation and manufacture of firearms) following an armed attack on the Novoselithskoye District police station in Stavropol Territory.

According to investigators, on 11 April 2016, at about 10 AM, the Novosiletskoye District police station was attacked by a group of three – Zaur Akayev, Isai Abdulatipov and Ramazan Khaybulayev, armed with improvised explosive devices, hand grenades and other explosive devices, as well as a sawn-off hunting rifle. The attackers tried to get inside the police station in order to make attempts on the lives of police officers. Near the entrance to the building, one of the attackers set off an improvised bomb, while two others threw hand grenades to the offices and then also set off improvised explosive devices. All three of them died. Nobody of the police officers or local residents was wounded. The explosions damaged the building of the police station and cars parked nearby. Some forensic inquiries are underway at the moment to determine the damage.

During the probe the investigators have questioned over 200 witnesses, conducted 19 examinations of the crime scenes, areas, residences and other premises, 23 searches, took DNA samples from 48 individuals, assigned 138 forensic inquiries and conducted other investigative operations.

The three suicide-bombers were identified, the full picture of the crime was restored and accomplices were detained in the shortest time.

The investigators revealed that one of the attackers, Akayev, had had previous convictism for crimes under Articles 105 and 222 of the RF Penal Code. On 19 January 2016, he was released from prison. During incarceration he had joined radical Islam and after release became close friends with Khaybulayev and Abdulatipov. Together with the he decided to attack the police station to get his back on the police for throwing him in prison. To do that he asked Gennady Demchenko and Timur Shuanov to get him 7 hand grenades RGD and one F-1 and paid them 80,000 rubles.

Demchenko and Shuanov were charged with crimes under Part 5 of Article 33, Article 317, Part 2 of Article 222 and Part 2 of Article 222.1 of the RF Penal Code (attempts on the life of a law-enforcement officer, illegal circulation of explosives and explosive devices, illegal circulation and manufacture of firearms).

The case against Shuanov was severed to form a separate law suit as he made a co-operation deal. The investigation against him has been finished and sent for the indictment to be approved and to be referred to court later.

The investigation against Demchenko is continued. The case files over sale of arms and grenades to Shuanov and Demchenko have been severed from the case and sent to the Stavropol Territory Directorate of the Ministry of the Interior for investigation.
