In Irkutsk Region, investigators hold officials involved in mass illness among children

The Irkutsk Region Office of the Investigative Committee continues investigating a number of cases opened over mass food poisoning among underage inmates of Cheremkhovo Psychoneurological Care Home which has left 4 of them dead. The cases were opened over crimes under Part 2 of Article 109 (reckless homicide due to improper discharge of professional duty), Part 1 of Article 293 of the RF Penal Code (negligence).

According to investigators, the staff of the care home let the mass food poisoning happen. Between 24 July and 17 August 2016, 45 inmates were taken to hospitals. By now four of them are dead, three more are in resuscitation department.

The investigators of the local office of the Investigative Committee in cooperation with the police have detained individuals whose actions (omission) directly lead to the mass food poisoning: director and deputy director of the care home, as well as the head of Cheremkhovo and Alarsky Districts branch of the Federal Comsumer Protection Inspectorate's Irkutsk Region Office. The suspects are now expecting charges of a crime under Part 3 of Article 293 of the RF Penal Code (negligence entailing death of two or more people) and a restraint.

In addition, the investigators have revealed systematic violations both in the operation of the facility and its medical service. This is why the investigators are now actively seeking for the staff in charge of general organization of the facility’s operation.
