In Chelyabinsk Region, probe finished in mass riots in correctional facility

The Chelyabinsk Region Office of the Investigative Committee has finished the investigation against convicts Sergei Kolmogortsev, Aleksandr Cherepanov, Maksim Malinovsky, Yakub Veliyev, Konstantin Visloguzov, Semyon Vostryakov, Mikhail Zakharov, Aleksandr Mukovozov, Pavel Kurebeda, Vladimir Kungurtsev, Sergei Vyatkin, Artyom Dolgov and Avedik Kargiyev. Depending on the role of each one in the crime, they are charged with crimes under Parts 1, 2 and 3 of Article 212 of the RF Penal Code (organization, participation and calls for mass riots).

Investigators have revealed that on the night of 9 December 2014, arrestees had a fight in a cell in a pre-trial prison. The convicts started to urge other convicts in nearby cells to riot against the facility’s administration. They started to break beds and tables, set fire to bedding, block cell doors and refused to follow orders of the administration to stop the riot. Several of the convicts scratched and cut their forearms in protest, but did not cause themselves any serious injuries. Employees of the Chelyabinsk Region penitentiary authority broke up the mass riot and restored the order in the facility.

During the investigation, 13 people kept in pre-trial prison No 1 were prosecuted for organization, participation and calling for mass riots. There are 50 criminal files. The pre-trial prison suffered a damage of more than 700,000 rubles.

The investigators have enough evidence, so the criminal case has been referred to court. The investigators have filed a request with the region’s penitentiary authority to eliminate the reasons and conditions that had contributed to the crime.
