The Moscow Region Office of the Investigative Committee has opened an investigation in a crime under Part 2, item “c” of Article 238 of the RF Penal Code (provision of services that do not meet safety standards entailing grievous bodily harm) following media reports.

An article posted on a website states that on 13 October 2016, doctors of Ramenskoye Central District Hospital provided unqualified medical aid to a patient who then had to have his right arm amputated.

A forensic medical inquiry will be assigned to find out all the circumstances, as well as correctness and timeliness of the medical examination. Investigators will also give legal assessment to the actions (omission) of the doctors. They are going to question the medical staff, the victim, to confiscate respective documents and to carry out other investigative operations.
