The Chelyabinsk Region Office of the Investigative Committee has opened an investigation in exceeding powers under Part 1 of Article 286 of the RF Penal Code.

According to investigators, officials of the Kartaly District Administration in 2013-2014 purchased for orphans housing in two resident buildings whose status had been changed from individual houses to block of flats. Under a contract, the municipality bought 14 flats worth over 10.1 million rubles, but according to inspectorates the flats did not meet fire safety and sanitary requirements.

At present, the investigators are carrying out urgent investigative operations to find out all the circumstances and to identify all the employees involved in the crime. All necessary steps will be taken to restore the victims’ violated rights and to compensate for the damage done to the budget. The investigation will be taken under control by the senior officials of the regional investigative authority.
