In Yakutia, negligence probe launched into tipover of minibus carrying children

The Sakha (Yakutia) Republic Office of the Investigative Committee has opened an investigation in negligence that entailed grievous bodily harm under Part 2 of Article 293 of the RF Penal Code.

According to investigators, on 17 December 2016, about 9 AM, the driver of a UAZ-220695-04 minibus wheeled to the wrong side of UMNAS motorway to overtake. However, he lost control of the vehicle and hit the side of the road where the vehicle tipped over twice. According to more precise data, there were 10 students and a teacher of the Ishchepkov Boarding School located in the settlement of Tokko.

The teacher sustained closed linear fracture of the left parietal bone overlapping the skull base, a brain injury and a displaced fracture of ulna which taken together account for grievous bodily harm. The children sustained bruises and scratches.

The investigators have established that the administration of the boarding school failed to ensure safety of children and the accompanying party transported in the minibus due to improper or negligent attitude to their duties which led to considerable violation of rights and legal interests of citizens and grievous bodily harm. The driver had been stripped of his license and the vehicle had no necessary equipment to transport children. The traffic police escort was also absent.

At present, investigative operations are underway to find out all the circumstances surrounding the accident, reasons and conditions that had contributed to the crime. The investigation is ongoing.
