Probe launched against deputy minister of property relations of Irkutsk Region

The Head Office of the Investigative Committee has opened an investigation against deputy minister of property relations of Irkutsk Region Yevgenia Nefyodova suspected of negligence under Part 3 of Article 293 of the RF Penal Code.

According to current laws, the Irkutsk Region Property Relations Ministry is responsible for managing plots of land. Nefyodova, as the deputy minister heads and ensures control over the activities of the division for providing plots of land for temporary constructions and displays.

In 2008, the Ministry and M. Alperov concluded a contract on the lease of a plot of land. Officials of the Ministry have to control the execution of the contract. In 2015-2016, they revealed three instances of violation of alcohol selling laws in that particular outlet. The leaseholder received warnings and was fined several times.

In November 2016, Nefyodova’s subordinates gave her a file that contained reports of the said violations. In this situation she had power and all reasons to file for the termination of the contract and vacating the said plot of land. Instead, Nefyodova signed issued another warning. This way, the outlet continued selling alcohol and in December it sold alcohol-containing haw concentrate which caused death to dozens of people. At present investigators are looking into all the circumstances surrounding the crime.

It should be noted that the investigators earlier detained deputy head of Irkutsk Region Office of Rospotrebnadzor (the federal consumer protection authority) Mikhail Luzhnov for negligence, but he has had to be taken to hospital. Based on a medical conclusion, a court has refused to consider restraining him. After Luzhnov has been treated, the investigators are going to return to this issue.
