Investigative Committee Chairman assumes control over probe into negligence of Ivanovo Region police officers entailing death of woman

Chairman of the Investigative Committee Alexander Bastrykin has assumed control over the investigation opened by the Ivanovo Region investigative authority into act of omission by police officers who failed to take legal measures to save a resident of the town of Komsomolsk. They are suspected of negligence that has entailed death of a person under Part 2 of Article 293 of the RF Penal Code.

According to investigators, on 16 February 2017, a 28-year-old woman from Komsomolsk, Ivanovo Region came to the police department to file a complaint about battery, death threat and storing firearms and ammunition by her 62-year-old ex-boyfriend. Her complained was not registered. The same day a team of police investigators go to the woman, but did not document any wrongdoings committed against her or check the information. On 28 February 2017, the woman lodged a complaint with the Komsomolsk District Prosecutor’s Office about act of omission by the police. As a result of policemen’s criminal negligence the woman was killed by her ex-boyfriend on 5 March 2017.

The Chairman of the Investigative Committee has ordered a full and impartial investigation, a careful check into all the facts and that all officials who failed to do their duty to save the woman should be identified. The investigators are going to check the actions (omission) of the policemen and give them a tough legal assessment. Investigative and procedural operations are underway to find out all the circumstances surrounding the crime, to collect and document evidence.
