In Moscow, former metropolitan police officers and their accomplices charged with stealing flats owned by Moscow finish reading case files

The Moscow Directorate of the Investigative Committee has finished the investigation against three former officers of metropolitan police and their 5 accomplices who are not state officials. Depending on the role of each one, they are charged with fraud on a very large scale under Part 4 of Article 159, setting up a criminal community using official position and membership in it under Parts 1, 2 and 3 of Article 210, bribery on a very large scale under Part 6 of Article 290 and forgery of evidence used in a criminal investigation into a felony under Part 3 of Article 303 of the RF Penal Code.

According to investigators, a criminal community led by former senior major cases investigator of the 1st department of the Investigations Directorate of the Interior Ministry’s Moscow Directorate Anzhela Amzina was set up in 2011 to commit several major crimes. The community included investigators of the same department Sergei Kavun and Yevgeny Primakov, and businessmen Ilya Chizhanov, Sergei Korolyov and Dmitry Dvoinykh, Anton Bordovsky and Yuri Zhovtyak. They misappropriated flats owned by the city of Moscow and meant to be provided to the citizens who had suffered from the actions of dishonest builder ZAO Energostroykomplekt-M.

By deceiving citizens and officials of Moscow executive authorities and abusing their trust, the accomplices had their straw men recognized as injured parties. After that those people got flats provided them for free by Moscow administration, while the members of the community got the right to manage the flats.

The investigators have revealed that the accomplices misappropriated 44 flats located in Moscow and worth at least 199 million rubles.

At present the accused and their lawyers have finished to read the case files in accordance with Article 217 of the RF Criminal Procedure Code. The case is going to be forwarded for the indictment to be signed and will then be referred to court.

One of the accused is internationally wanted, therefore the criminal proceedings against him have been severed to form a separate law suit.
